Energising Communities: Learning from Area-Based Energy
Efficiency Projects in Scotland

Focus Scotland, CAG reviewed area-based energy efficiency projects
in Scotland. The research highlights the key role that area-based
projects can play in improving consumer take-up of energy efficiency
services but makes it clear that, if targets for climate change
and fuel poverty are to be met, such schemes will need to cover
a far larger number of households, achieve significantly higher
take-up rates of the measures offered and incorporate a far wider
range of measures.
The report makes recommendations to ensure that as further projects
of this kind are developed, their design reflects experience, learning
and good practice from existing projects. The publication of the
report is particularly timely as the Scottish Government embarks
on a new area-based programme, the Universal Home Insulation Scheme,
with £10 million funding enabling free energy efficiency measures
to be offered to around 90,000 households. The report's findings
will help inform those involved in the implementation of this new
programme.
